A staged clash among frustrated motorists opens a discussion of how growing communities moved from footpaths and wagon roads to cities shaped by automobiles. Cars became part of everyday American life, but crowded streets, parking demands, and repeated road expansion created a cycle of worsening congestion. The film shifts the goal from moving vehicles to moving people and identifies public transit as a more efficient use of limited urban space.

Buses, trolley coaches, streetcars, and rapid-transit trains are compared with private cars by the numbers of passengers they can carry and parking spaces they can replace. Scenes of passengers, maintenance work, signals, and dispatch equipment explain how transit companies plan routes, assign vehicles, inspect equipment, and control train movements. Proposed measures include coordinated streets and traffic lights, rush-hour parking bans, turn restrictions, lanes reserved for transit, supportive tax and fare policies, and parking outside downtown districts. The closing message urges communities to build strong transit systems and judge transportation by how well people, rather than vehicles, can move.
